Is a definition of SELV from IEC61347 the same with IEC60950?

No, they are different. SELV means the led driver will use a safety isolating Transformer with double or reinforced insulation and the output voltage shall not exceed 120Vdc. This is good for the end product safety certified if the LED Driver with SELV output
